A scam to kill DBs? The government gets nothing out of this. This is not a scam to kill DBs, but rather a method of transferring them. I use a real random number generator; I've qwertycasted my use of it.
This is hardly a scam. It's a lottery. If you lose, too bad. If you win, yay, just just won other people's dan-balls. In the end everyone comes out even.

Is it possible for you to post when the lottery draw will take place? Like before it didn't exactly happen on the end of the week. It would just make it easier to plan when to draw a lottery ticket.

(Frankly, I have not a clue of how the real stock market runs, having the exception of BUYING, hoping the stock will go up or down in value, and SELLING. )

I have an idea of how that would work. But just remember, I don't know much about how the stock market really works. Just the BUY/SELL/VALUE=UP/DOWN thing. Well, maybe shop owners can ask you if their stock could be on the market. Their stock name would have to be up to 5 letters max. Then, the more transactions the shops make, their stock might go up by, say, 2-5 points. A lack of sales over time would decrease the stock value. There could be a scroller in the first post reading out the current values of stocks. Could there be a way to make this system automatic? As in, each time a transaction is made by that shop owner, the stock automatically increases 2-5 points? Well, it's pretty complicated there. But it's an idea!

Where do the DBs come from and where do they get to? Usually if you buy stocks, the company gets your money (or if they are already on the market you buy them from someone else). Usually if you own stocks, if the company runs well you get a bonus from them each year (or so). You give them money, because you hope they will take it to good use and increase their value, so you get a bonus. What you are suggesting hasn't much to do with real stocks, its more like a bet on the success of a "company". It may look a little bit the same, but its completely different.

It's theoretically possible, but based on the current activity on the forums, it would be extremely slow to do anything with it. But if we did do that, it would be interesting to see since we actually have the ability to predict what will happen to the stocks(check if a store is trending, see if a new store is really good, predict the fall and rise of different stores).
