I followed a tutorial and changed some stuff around and got it, i used two textures one for the city light reflection thing and the bricks, and then changed them A LOT using bumpmaps, lighting, ect.

Oh I see what you did, you put the city texture onto the cracks and puddle areas, with a water effect to create reflections.
Its pretty neat, although it is difficult to tell how much of the work was you, and how much was already done.

That's not actually what I did I made the city represent the world, meaning if I rendered without anything in the scene I would pretty much see the picture, which is this picture off of flickr: I made a plane, or ground, and put this texture on it: After that, I did a lighting setup for about 10 minutes that would match the lighting in the world. I got the brick texture and put dark spots on it in Photoshop, which would represent the puddle areas. I checked a button that made everything in the texture that is dark reflective, and used a bump map to make it look nice and to make it so only the very dark spots are reflective. In 3D programs, artists rarely use a liquid simulator to make water, or any other liquid; This is because it's difficult to get the water right and is just unnecessary. Instead, we "trick" people using a material that imitates it. After the liquid, I added specularity with the exact same picture that had the dark spots, except the spots were white. This would make a "sheen" off the water and bricks. After that I used a cloud texture, added depth and sized it down, applied it to the ground, so that the reflection wouldn't be perfect. so as you can see not a whole lot was already done! :3
