In the image, it seems you misspelled "Rebel"...
...but in all seriousness, it seems you got a good grasp on what some of the different tools do in GIMP.

There is far more detail in this image than is actually expressed in the product you see...
I used semi-transparent gray scale gradients in tight waves, overlaping to create an interference pattern. I then masked this with a blured circle and colorized the product blue. I used this to create a mottled texture on the circle with a gray scale gradient you see as the head. You can kind of see this mottled look of you are careful. Two circles with gradients were used for the eyes. A triangular polygon made with the path tool was used to create a selection, which was colored black. The black was blurred into a white background, and this was used as a mask for a blue gradient to make the ray of light. This ray was later copped off at the bottom using my interference pattern brush, and the light ray layer was blurred. Then, I did some re-coloring, added the text, merged layers, blurred, and changed some saturation/hue/brightness. Of course, there were many little steps, like minor colorizing, cutting/pasting, and transforms which I cannot remember.

I made a new layer. I took the gradient tool and set the opacity way down. Using black and white, I drew lots of little ripples, most of which emanated from the center. I made a new layer. I drew a white circle on it. I colored the background black. I blurred the entire layer. I applied it as a layer mask to the first layer. I created a third layer. I duplicated the first layer and colorized it green. I copied the green, faded out circle to my clipboard. I used it as a brush to paint the third layer, full opacity. I duplicated the first layer again. I colorized it yellow. I used this yellow version as a brush on low opacity, and set the brush mode to Burn. I made a couple quick passes. I drew some yellow spots with the brush on normal mode. I applied the faded circle layer mask to this layer. I used the product as a brush on full opacity on a fourth layer. Does that explain it? Edit: Here's that final brush...
