Hilyke is ruthless, and if he suspects anything he will have civilians tortured and executed. Under such circumstances, I would normally employ a KHSIA Spec Ops squad, but the Red Guards are trained to kill a certain target at all costs, including ignoring any loss of civilian life. *The scientists and NF2 collapse. After a few seconds, Scientist 1 manages to crawl over to the wall and pull a lever on the wall labeled "Biohazard" before collapsing once again. Red lights begin flashing and that specific room of the facility goes into lockdown mode. An automated voice resonates throughout the facility "Alert, biohazard! Alert, biohazard!"
In another room of the facility, three scientists hear the alarm and are terrified.*
Scientist 3:"What the??"
Scientist 4:"Oh God... Somebody really screwed up or something."
*Scientist 5 runs over to a cabinet labeled "Emergency". He pulls out 3 biohazard suits, and each of the scientists puts one on. They find the sealed door of the room where the crate is. Scientist 3 enters an override code on a panel next to the door, and the door opens. Scientist 2 and NF2 are already unconscious. Scientist 1, gasping for breath, manages to utter a few words.*
*Scientist 1 passes out. Scientist 4 picks up the phone, calls 911, and requests an ambulance, which arrives shortly and picks up NF2 and Scientists 1 and 2. Meanwhile, Scientist 5 runs over to the crate, empties its contents completely, dries them with towels, and dumps the water into a tank. He shoves the tank of water into an airtight vault with 2-foot-thick concrete/steel walls, and locks it shut. He puts all the contents back into the crate, and locks the crate into another vault.*

One small problem with Tesla Water. If it isn't given time to release, the energy builds up until it blows, which was the problem with M4's design: The Death Energy built up in the device too much, because it was too large.
So, while you were doing your bit and the charge of the water was getting steadily higher, I just thought I would tell you it also shot a couple mini-death-rays, which carved out a bit of the building, or at least holes in it. With the exception of the specially-engineered God-armor biohazard suits.
This affects your story in no way, of course.
NF2's major brain functions seem to have survived somehow, but he's not gonna be using that body again. Consider him a Stephen Hawking that can talk and isn't quite as intelligent. Oh, and one of the mini death rays hit his liver.
Also, just a tip, you may want to take care of that sealed up water soon. It'll fix it for now, but the energy will build up at an accelerated rate. You need to somehow remove the built-up energy (heat will do) very, very quickly, or... Well, think of something about a tenth the size of one of the Death Rays involved in the Sea of Tesla accident.
Oh, and __ is laughing at you and making fun of you through the communications system.
Well, kids, I guess we can get the moral of this story: Do not accept packages from the Nonjas, especially shortly after they've sent scouts to the Sea of Tesla.

*Scientist 5 unlocks the vault and pulls out the water tank. He puts in on a cart and wheels the cart over to another room, where there is a big walk-in freezer. He puts the tank in the freezer and sets the freezer temperature to 0°C and locks the freezer shut.*
Scientist 5:"There. That oughta do it."
*Scientist 5 walks away. Just as begins to leave the room, he begins sweating profusely. His Shadowlorian paranoia is kicking in. He walks back to the freezer.*
Scientist 5:"Uh........."
*He hastily grabs the dial and turns the freezer down to -30°C.*
Scientist 5:*Sigh of relief* "Much better. Now, let's go check on Scientists 1 and 2 at the hospital."
*Scientists 3, 4, and 5 get in a vehicle, drive to the hospital, and ask the condition of Scientists 1 and 2.*

Mordavo: I suggest we use a series of escape tunnels inside the base that our Altaners discovered. There's no surveillance or anything in those tunnels. We'd catch them completely off-guard. I suggest that we come equipped with silenced weapons. We can't go marching in with a very large group either. I doubt the Nonjas would like us parading through Cairo with a brigade of soldiers. I suggest a small group of highly trained soldiers dispatched. I will send some of my Altaners. With luck, we'll catch them off-guard. We don't want Hilyke getting nervous and shooting everything in sight. Also, we should capture as many soldiers as possible. We suspect that most are serving against their will.

Wait, did the Nonja Fighters let you build there? And you are sure you control that Shadowlorian area? Or is the Nonja Fighter you, and the Shadowlorians let you build? I'm sure it makes sense either way.
