Long story short, this is a superproject to construct a massive railgun near a Memzakian base that will be capable of reaching anywhere this side of Antartica, which is good since most PHX bases are on the peninsula. We'll need serious construction here: The mechanics, the massive power supply, probably housing for a crew to work here, the rails (Oh boy, the rails are huge), and definitely a strong foundation. When complete this gun will be fast enough to bypass pretty much all anti-missile defenses, and while it won't carry a payload it should have enough kinetic energy to blast a decent-sized hole anywhere we care to do so, such as, for instance, in the side of a PHX military base. No doubt the cannon will also be capable of reaching parts of South America and/or or South Africa.
Unfortunately, as this is a major construction, after the PHX wars it will likely be used mainly for defense. A strike takes a few posts to charge up, but travels fast enough to reach its destination very, very quickly, although the angle of approach is different depending on the location.

For security purposes, we will most likely have to completely isolate it from us, comm-system wise, with the possible exception of a well-coded light-based system of transmission I read about once that doesn't allow for any interception or modification of signals. That'll also take a little time to develop.
In the long run, it's a huge, expensive project, the original designer was assassinated, it'll take a long time to build, and in scale it may even top the bunker, but if we do build it it will give us very distinct advantages as the PHX develop their anti-missile, anti-bomb, and anti-aircraft technology.
